On September 25, 2015, First Assistant to the District Attorney Jeff Howes, conducted a webinar, sponsored by the Association of Prosecuting Attorneys (APA). The topic of the webinar was “Officer Use of Force: The Multnomah County Model.”
The Multnomah County District Attorney’s Office has developed a procedure for dealing with officer involved use of deadly physical force cases, in which a death actually results, that is designed to offer the greatest amount of transparency, while still protecting the rights of the involved officers. This procedure includes: Responding directly to the scene of the use of force; Seeking a court order to record every second of grand jury testimony; and, if a no true bill is found, seek a second court order to allow for publishing of the transcript of the grand jury testimony. Through these efforts, the process of grand jury is demystified for the general public.
The webinar was viewed by prosecutors from jurisdictions throughout the nation. It was well-received and will soon be available for “on-demand” viewing by APA members.
