The Service Coordination Team (SCT) is a crime reduction strategy managed by the Portland Police Bureau in collaboration with law enforcement and social service agencies. It is designed to reduce the incidence of drug related property crimes and stop the cycle of criminality and drug addiction by providing treatment opportunities for chronic offenders who have not succeeded using traditional treatment methods. Program success is achieved by coordinating jail sentences, probation and parole oversight and housing and treatment services for the City’s most chronic offenders. Over 300 people have been served since the program began in 2008, graduating 73 people from a treatment program. Program graduates have reduced their recidivism by 91% and recidivism among program participants has been reduced 43%. Cost savings as a result of the graduations exceed $45 million in just jail beds alone.
